Domenika Lynch

On July 29, Mayor Karen Bass appointed Domenika Lynch to serve as the new General Manager of El Pueblo de Los Angeles Historical Monument, which includes historic Olvera Street and Pico House.

She will become the first Latina to lead El Pueblo. With a strong track record in stakeholder engagement, fundraising, strategic planning and coalition-building across sectors, Domenika has dedicated her career to uplifting and expanding opportunities for Latino and other underrepresented communities across the country, the Mayor’s Office said in a statement.

Domenika comes to El Pueblo from serving as Executive Director of the Aspen Institute Latinos and Society Program, where she convenes cross-sector leaders to advance economic mobility and systems change for a more prosperous America.

Previously, she served as President and CEO of the Congressional Hispanic Caucus Institute, a national nonprofit dedicated to developing the next generation of Latino leaders, and as Executive Director of the University of Southern California’s Latino Alumni Association. A USC alumna herself, Domenika began her career at Univision, writing in both Spanish and English about college access, financial aid and scholarships — a commitment to community well-being that continues to guide her work today. Her professional background also extends into the corporate sector, with a leader ship position at Bank of America and as a member of the Bank of America National Community Advisory Council.

Edgar Garcia will continue to lead El Pueblo as Interim General Manager until Domenika begins her position next month.

Angela Martinez, Assistant Director, Construction Public Works/Contract Administration

Angela Martinez

In July, Angela Martinez was appointed Assistant Director over Construction in the Bureau of Contract Administration. Angela has more than 40 years of construction experience with a focus on delivering quality private development projects and public works projects and services.

Angela began her construction career in 1984 as an apprentice with the AFL/CIO Operating Engineers Local #12, where she graduated from its apprenticeship program and served as a Certified Crane Operator and Deputy Inspector for more than 17 years. In 2001, Angela joined Contract Administration as a Construction Inspector. Angela served in many areas within the bureau as a construction, Sr. Construction and Principal Construction Inspector.

In 2021 Angela was promoted to Chief Construction Inspector and became Division Manager over the General Service Division responsible for progress payments, project closeout and delivery, client project assistance, and inspector training.

Katherine Doherty, Deputy City Engineer, Public Works/Engineering

The Bureau of Engineering appointed Katherine Doherty to Deputy City Engineer effective May 5. Katie oversees the Mobility Program, including the Bridge Improvement Division, Metro Transit Division, Sidewalk Division, and the Street Improvement Division.

Katie has 19 years of civil engineering experience in the public sector. She began her career in the Bureau of Engineering’s Environmental Engineering Division in 2006 and continued on to work in the Geotechnical Engineering Division, BOE’s Board and Council Liaison Office, and Clean Water Division, leading major projects including the Taylor Yard G2 River Park Projects.

In 2020, Katie returned to the Environmental Engineering Division as the Design Manager overseeing a dedicated team of engineers designing projects at the City’s four water reclamation plants.

In December 2021, Katie was appointed as the City Engineer for Manhattan Beach.
